iPod WiFi Access

I have a WRT1900ac router and my daughter has an iPod Touch 5g.  On the router, I have Parental Controls setup and I use the time access to block the iPod every night at 9pm.  So, under Parental Controls, I have the iPod blocked starting at 9pm.   Follow me?

 

In her bedroom, the ONLY network that is in range on the iPod is the 2.4 and 5 band which is my router.  Yes, other networks appear but are locked.  She doesn't know the password to join the network.  In fact, I have changed the router and network passwords just to be on the safe side. 

 

Last night, at 10pm, I was on my Mac and I use Debookee to view her activity.  I see her going into Apple Store and Vine and other apps.  I thought if the WiFi connection is blocked and she has no wireless access, how is she STILL able to use these apps to retrieve information and view content.  I noticed she was able to pull up an Instagram photo.  Even though I have Instagram blocked. 

 

I know some Apps require internet acces while others don't.  I know the App Store requires it and I think apps like Vine and other video service type apps require it as well.   I do have all social media sites blocked and Instagram and Youtube blocked.

 

I am trying to figure out how she is getting pass the time access block.
