Problem with AP

I have an old Linksys befw11s4 that I am using as an AP with a wireless Dlink router. I think the two units are connected and configured properly but I cannot obtain an IP address when I am within range of the AP.

The Dlink IP is set at 192.168.0.1. It's dynamic range is set at 192.168.0.33 - 192.168.0.192

The AP is set at 192.168.0.2. DCHP is turned off. RIP is disabled. UPnP is disabled. Security is set to WEP and both units have the same security code.

I can obtain an IP from the router when in range. Why can't I obtain and connect to the AP.
